WASHINGTON — Average U.S. mortgage rates rose modestly this week, a move that makes home-buying a bit less affordable. Still, rates remain near historically low levels.

Mortgage buyer Freddie Mac says the average rate on the 30-year loan increased to 4.29 percent from 4.22 percent last week. The average on the 15-year fixed ticked up to 3.3 percent from 3.27 percent.

Rates have risen nearly a full percentage point since May after the Federal Reserve signaled it might slow its bond purchases by the end of the year. Rates peaked at nearly 4.6 percent in August. But the Fed held off in September and most analysts expect it won’t move until next year.

The increase in mortgage rates has contributed to a slowdown in home sales over the past two months.

WASHINGTON — Average U.S. rates on fixed mortgages dropped this week to their lowest levels in four months, a positive sign for the housing recovery.

Mortgage buyer Freddie Mac says the average rate on the 30-year loan fell to 4.13 percent. That’s down from 4.28 percent. The average on the 15-year fixed loan declined to 3.24 percent from 3.33 percent.

Both averages are the lowest since June 20.

Mortgage rates have been falling since September, when the Federal Reserve held off slowing its $85-billion-a-month in bond purchases. The bond buys are intended to keep longer-term interest rates low, including mortgage rates.

And a slowdown in hiring in September makes it more likely that the Fed will continue its stimulus into next year.

Michael Jordan’s suburban Chicago mansion is up on the auction block — not because of foreclosure or bankruptcy, but perhaps because selling a home via auction seems to be an emerging trend in the luxury real estate market. “Instead of being at the mercy of the market and waiting for buyers to make offers, the sellers are able to name the date of their sale and the format, and they don’t have to deal with any negotiations,” Laura Brady, president of Concierge Auctions, which is handling the basketball star’s home sale, told AOL Real Estate.

Although many may think auctions are for collectibles, fine art, and distressed or bank-owned properties — such as the former Versace mansion that sold at auction last month for $41.5 million — home auctions actually have been a growing choice for those selling real estate, especially sellers of unique, high-end properties who want to take control of the sale process, say leaders in the auction industry. Among the advantages: Properties can be sold “as-is,” and with no financing contingency, no post-auction inspection period, etc.

There’s no minimum opening bid for Jordan’s 56,000-square-foot compound, but potential buyers of the former NBA superstar’s estate, which is being sold furnished, do have to put down a deposit of at least $250,000 just to qualify to participate in the home auction. The mansion, pictured above and in slideshow below, features nine bedrooms, 15 bathrooms and a regulation basketball court. The 7.39-acre property currently appears on the Multiple Listing Service priced at $21 million, down from last year’s list price of $29 million.

Concierge Auctions, which has set Nov. 22 as the live auction date of Jordan’s “Legend Point” property, is one of a few companies operating in the luxury real estate auction space. It and competitors such as Grand Estates Auction Company prefer to hold auctions on-site because, they say, it creates a sense of urgency for potential buyers, as well as being expedient and transparent. Participants bid in person, with paddles, as one might at an antique-collectibles auction. Sometimes, however, buyers will bid over the phone.

Grand Estates — which focuses exclusively on those properties — started in 1999 by auctioning off homes valued at $1.9 million and greater. Today the minimum value of a home has to be $2 million. A sister company, Interluxe, deals with lower-priced (but still high-end) homes. As AOL Real Estate has reported, there are even companies that help sellers of for-sale-by-owner properties auction off their homes.

“We were the first to enter the luxury real estate business,” says Grand Estates President Stacy Kirk Reich, who co-founded the company with her mother after one of their own properties sat on the traditional market a bit longer than they would have liked. Concierge began in 2005.

“When the market was on fire in 2005, 2006, 2007, sellers were using the auction because they thought they could exceed appraised values, and that was true in that market period,” Reich told AOL Real Estate in a phone interview. “Then from 2008 forward, when buyers were reluctant to act [under the traditional sales model] because they feared paying too much, auctions continued to surge ahead and do very well because there were sellers who wanted intensive marketing efforts that created an urgency for the buyers to act now.”

At the same time, says Reich, buyers were assured that they weren’t paying too much because they knew what the next closest offer was. The live, in-person auction process provides a layer of transparency that one does not find in closed bidding, in which each potential buyer puts in an offer above the reserve or list price, and they have no idea what the other buyers are willing to pay.

Between 2005 and 2008, said Reich, sellers were able to put reserves on the property that buyers were easily able to meet and exceed. Then as the market trended downward, the “absolute” market strategy became more popular because buyers wanted greater buying opportunities. (The “absolute” auction is when there is no minimum bid. With a reserve, the opening bid has to at least match the minimum amount at which the seller is willing to sell.)

Now in 2013, said Reich, “in many marketplaces where there have been double-digit appreciation — such as parts of Florida, like Naples, Miami and Palm Beach — sellers once again can set a reserve which buyers will bypass because of the rate of appreciation.”

Michael Jordan’s home has no reserve. “I have so many amazing, happy memories of my life in the house over the years,” Jordan, who helped lead the Chicago Bulls to six NBA championships, said in a statement issued through the auction house. “It’s where my kids grew up. It’s where I lived during my championship years. But my kids are grown now and I don’t need a large house there anymore.”

Jordan still has business interests in Chicago, including his restaurants. “Chicago will always have a piece of my heart,” said the basketball legend, who now lives in his home state of North Carolina.

U.S. Home Prices See Biggest Jump in 7 Years:

WASHINGTON — U.S. home prices jumped 12.2 percent in May from a year ago, the most in seven years. The increase suggests the housing recovery is strengthening.

Real estate data provider CoreLogic said Tuesday that home prices rose from a year ago in 48 states. They fell only in Delaware and Alabama. And all but three of the 100 largest cities reported price gains.

Prices rose 26 percent in Nevada to lead all states. It was followed by California (20.2 percent), Arizona (16.9 percent), Hawaii (16.1 percent) and Oregon (15.5 percent).

CoreLogic also says prices rose 2.6 percent in May from April, the fifteenth straight month-over-month increase.

Steady hiring and low mortgage rates have encouraged more Americans to buy homes. Greater demand, a limited number of homes for sale and fewer foreclosures have pushed prices higher. Prices are still 20 percent below the peak reached in April 2006, according to CoreLogic.

Sales of previously occupied homes topped the 5 million mark in May for the first time in 3½ years. And the proportion of those sales that were “distressed” was at the lowest level in more than four years for the second straight month. Distressed home sales include foreclosures and short sales. A short sale is when a home sells for less than what is owed on the mortgage.

Home sales are expected to increase in the coming months. That’s because the number of people who signed contracts to buy homes rose in June to the highest level since December 2006. There’s generally a one- to two-month lag between a signed contract and a completed sale.

One worry is that higher mortgage rates could slow the housing recovery. Still, rates remain low by historical standards. And increases in rates could boost home sales. That’s’ because many Americans may act to lock in the lower rates before they rise further.

A survey by the University of Michigan released last week found more Americans believe it is a good time to buy a home because both rates and prices are just starting to rise.

Rates have been trending higher for two months. And the average rate on a 30-year fixed mortgage leaped to 4.46 percent last week, according to mortgage buyer Freddie Mac. That’s the highest in two years and a point more than a month ago.

Mortgage rates surged after Federal Reserve chairman Ben Bernanke said last month that the Fed could scale back its bond buying later this year and end it next year if the economy continued to strengthen. The bond purchases have kept long-term rates down.

Economists say that higher mortgage rates are unlikely to stifle the housing recovery. A more critical issue is whether potential buyers can get loans. There are signs that banks have become more willing to extend mortgages.

Concerns that the Federal Reserve will scale back its bond purchases have pushed rates higher. Still, mortgage rates remain low by historical standards. Cheap mortgages have helped sustain a housing recovery that began last year, encouraging more Americans to buy homes or refinance existing loans.

Mortgage rates are rising because they tend to follow the yield on the 10-year Treasury note. The yield on the 10-year note climbed as high as 2.29 percent this week from a low of 1.63 percent last month. It has since declined to 2.20 percent in early trading Thursday.

The Fed’s $85-billion-a-month in bond purchases have pushed down long-term interest rates. As speculation has grown that the Fed will slow those purchases, investors have driven rates up. That has decreased the value of bonds with lower yields. Fed policymakers hold a two-day meeting next week that will be closely watched for signals that the Fed may soon slow the bond purchases.

To calculate average mortgage rates, Freddie Mac surveys lenders across the country on Monday through Wednesday each week. The average doesn’t include extra fees, known as points, which most borrowers must pay to get the lowest rates. One point equals 1 percent of the loan amount. The average fee for 30-year mortgages was unchanged at 0.7 point. The fee for 15-year loans also was steady at 0.7 point.

The average rate on a one-year adjustable-rate mortgage held at 2.58 percent. The fee for one-year adjustable-rate loans was unchanged at 0.4 point. The average rate on a five-year adjustable-rate mortgage rose to 2.79 percent from 2.74 percent. The fee edged up to 0.6 point from 0.5.

Kentucky releases new school test scores:

The results, released at 12:01 a.m. Friday, may come as a shock to school districts that had generally ranked higher in previous tests. But the system’s design automatically ensured that 69 percent of schools and districts would end up in the “needs improvement” classification.

And state educators and testing experts caution parents and teachers not to panic, that the new test of national higher standards with more components — such as graduation rates and college and career readiness — meant more schools were bound to find the test harder going.

Of the other 31 percent of schools and districts, those between 70 and 89 percent are “proficient” and those at 90 percent and higher are “distinguished.”

“I’m still having to adjust my vocabulary,” said Anthony Orr, superintendent of Nelson County schools and a former principal of Paul Laurence Dunbar High School in Lexington.

“In some sense, any of us would say we need improvement,” Orr said. For the past nine months, he and school employees have been trying to prepare the community by pointing out higher standards in math and reading, plus many more components. (In addition, the highest score has gone from 140 to 100.)

For example, at the elementary level, schools are judged on actual test scores, along with the performance of minority, special education and low-income students. Around the state, 31 schools were proficient or distinguished but were also “focus” schools, meaning those groups had not scored well enough.

The test also looked at the growth of every academic level. A fourth-grader who reads at the fifth-grade level will still have to make progress to earn points, just as someone who reads below grade level will have to improve.

This has tripped up some schools. In Grayson County, Superintendent Barry Anderson said one school that usually scored the highest on statewide tests scored the lowest this time around because growth rates were too low. It’s confusing for teachers even as they try to improve, he said.

“That school didn’t get dumb in one day that they took the test,” Anderson said. “I’m conflicted about this. Our public will be conflicted.”

At the middle and high school level, schools will see the most changes because of including testing from the ACT test. The statewide percentage of students who are college or career-ready is 47.2 percent, which is an increase from last year of 38 percent.

High schools are also judged on growth and graduation rates. “It is multi-measured, but I think that’s somewhat as a result of the attempt to meet the expectations of parents and teachers that the score on a test is not the only thing schools should be measured by,” said Wilson Sears, director of the Kentucky Association of School Superintendents. “It is complicated, and we understand that, but I also think it is more comprehensive than it was before.”

The larger issue might be test fatigue. In the past 20 years, Kentucky’s teachers and students have toiled over the KIRIS test, which under political pressure became the CATS test. Around 2007, that changed to CATS II, which segued into the KCCT test.

The new test is called Kentucky Performance Rating for Educational Progress — K-PREP for short — the fifth high-stakes, high-pressure system in two decades. When parents are told each time that this test is the best one, confidence can wane, school officials said.

Add to that the fact that schools have been placed on a bell curve, which means that roughly two-thirds of them have to fall into the “needs improvement category,” even though their score might be very close to one deemed “proficient.”

Roger Marcum, former superintendent of Marion County and a member of the Kentucky Board of Education, says he understands this but hopes parents will still pay attention.

“We are looking at more things than we ever have before,” he said.

In addition, Marcum said, as the scores roll out and get more analysis, the state school board is willing to tweak pieces of the testing system.

Education consultant Susan Weston said the issue becomes more confused because standards got lowered in the transitions between testing systems, particularly between 2007 and 2009.

“The current testing system has clearer standards for reading, writing and mathematics, and it has more demanding scoring for those subjects,” she said. “Those are improvements over all our past tests. It’s likely the best move we could have made this year.”

On the extreme ends of the testing system, the results did not stray far from past years. The top districts included mostly small, independent districts with wealthier student bodies, such as Anchorage, Fort Thomas and Murray. The lower end included the far reaches of the state, such as Fulton, Magoffin and Clay counties, which have high numbers of low-income students.

Three schools, The Academy @ Shawnee, Frost Middle in Jefferson County and Chavies Elementary in Perry County, scored only in the high 20s; the highest score in the state, 91.6, belonged to Anchorage’s middle school.

But it’s the vast middle that caught up most districts, including 328 schools statewide that scored below 50 points out of 100.

Kentucky is the first state in the country to adopt the national Common Core Standards, and to test on them.
